The solution to this problem that we propose is a predictive traffic regulation system. The predictive traffic regulation system will receive information about the amount of cars on the road and their immediate heading from cameras that are placed at intersections. It uses this information to predict the traffic flow some time into the future. This is where the Q-RNG comes in, the system can then use these predictions to change the timing of the traffic lights in an attempt to prevent the congestion from ever building up.
